Master Plans, Strategic Plans, Overlay Plans, etc."},"content":{"rendered":"<p>As of late, I have been involved in a multitude of planning meetings. \u00a0The most recent has been the <a href=\"https:\/\/www.facebook.com\/statestreetmasterplan\">State Street Master Plan<\/a>.<\/p>\n<p><span style=\"line-height: 1.5em;\">The <\/span><a style=\"line-height: 1.5em;\" href=\"http:\/\/www.in.gov\/indot\/div\/projects\/us231\/tippecanoe\/\">US 231 bypass was finalized in 2013<\/a><span style=\"line-height: 1.5em;\">. This allowed the City of West Lafayette to gain control of State St. (State Road 26) from the bridge at Tapawingo until the connection with the new bypass\/corridor a little past the Purdue Airport.<\/span><\/p>\n<p>From the INDOT website:<\/p>\n<blockquote><p>This $45.6 million Major Moves project will relocate US 231. The US 231 Bypass will begin just north of the Wabash River and continue east of the Purdue University Airport, then northwest to State Road 26 near its intersection with Newman Road. The bypass will connect with US 52 just west of McCormick Road. Construction began in the spring of 2011. The 5.3 miles of US 231 is scheduled to be open to traffic by the middle of September 2013.<\/p><\/blockquote>\n<p>While gaining control over this important roadway, the City can now make changes to its look and feel, transportation options, signal timing, etc. \u00a0It was announced at a City Council meeting that a State Street Master Plan (contracted with <a href=\"http:\/\/www.mkskstudios.com\/news\/2014\/1\/14\/8-themes-emerge-for-state-st.html\">MKSK&#8217;s<\/a>\u00a0Indy office) would be created and completed within 11 or so months. \u00a0An incredibly quick turnaround for such an important piece of transportation infrastructure.<\/p>\n<p>Post this announcement, City officials admitted that the Chauncey Village area should be considered and declared the Downtown for the City. \u00a0Talks of moving City Hall to Morton Community Center were already in the works. \u00a0Recent mold and leak issues at City Hall accelerated this interest and placed the Department of Development inside the community center as of today.<\/p>\n<p>Thankfully, I was included in two groups for the State Street Master Plan: the Residential Stakeholders Group and the\u00a0Project Working Group. \u00a0Both were interesting and informative on a variety of fronts. \u00a0I sat alongside many of important and familiar faces from our community. \u00a0Fellow cyclists, business owners, Purdue employees, <a href=\"http:\/\/prf.org\/\">Purdue Research Foundation<\/a> employees, residents, parents, students, etc. \u00a0We spent the meetings discussing the possibilities that could be achieved along State Street.\u00a0A wonderful opportunity that I am very grateful for being a part of.<\/p>\n<p>After some surveys and Public Meetings (the <a title=\"State Street Master Plan Public Open House \u2013 3rd and Final Meeting\" href=\"http:\/\/newchauncey.org\/state-street-master-plan-public-open-house-3rd-and-final-meeting\/\">3rd and final being on March 13th<\/a>), the plan has taken shape as a transportation plan for the area with some nods towards possible community gathering spaces (stages, outdoor seating, boulevard parks, etc).<\/p>\n<p>At the March 3rd City Council meeting, I spoke out against the PDMX request for the 225 Northwestern Bar Barry Liquor&#8217;s site and instead, spoke in favor of encouraging development within the already designated CBW zoning. \u00a0<a href=\"http:\/\/www.tippecanoe.in.gov\/egov\/documents\/1365700192_0131.pdf\">Tippecanoe County Unified Zoning Ordinance<\/a> states that, among lots of other information, CBW buildings can only be 3 stories tall. \u00a0This would keep them inline with the neighboring mixed use structure (Einstein&#8217;s) and West Lafayette Public Library across the street.<\/p>\n<p>I also encouraged the Council to look towards the <a href=\"http:\/\/newchauncey.org\/wp-content\/uploads\/2013\/11\/New-Chauncey-Land-Use-Plan-April-2013.pdf\">New Chauncey Neighborhood Land Use Plan<\/a> that was recently adopted by the City for inspiration. \u00a0In this document, the APC, City, and Neighborhood worked on a multitude of components: histories, maps of tree locations, goals, strategies, zoning, rental and owner-occupied maps, etc. \u00a0In short, a very powerful piece of Civic literature. \u00a0This type of document is critical to helping make the Downtown area we all dream to have.<\/p>\n<p>It was a good discussion. \u00a0The Council debated the PDMX request for an hour or so. \u00a0In the end, the council voted 5 &#8211; 2 in favor of the request. \u00a05-story PDMX requests seem to be the new norm for the Village area.<\/p>\n<p>I also made the request to create and adopt a land use plan, with corresponding overlays, into the State Street Master Plan. \u00a0Hopefully stymieing the continual piecemeal, patchwork of planned development requests (another being 720 Northwestern by <a href=\"http:\/\/www.campusacquisitions.com\/\">Campus Acquisitions<\/a>) going before the Council month after month (not to mention the drain on the APC).<\/p>\n<p>At our last Stakeholders Group and Project Working Group meeting, an overlay plan component was briefly presented. \u00a0MKSK referenced the <a href=\"http:\/\/assets.columbus.gov\/development\/planning\/UrbanCommercialOverlay.pdf\">Columbus Ohio and their Commercial Corridor District<\/a>. \u00a0I have yet to digest the full document, but it seems interesting.<\/p>\n<p>Further research has yielded that Fishers Indiana has also recently completed a similar plan, <a href=\"http:\/\/www.fishers.in.us\/DocumentCenter\/View\/472\">Nickel Plate District Code<\/a>, for their City. \u00a0I was told that this is the first of its kind in Indiana.<\/p>\n<p>Hopefully, West Lafayette can become the next to create such a plan for its tentative downtown corridor along State Street. \u00a0We have a lot of work ahead of us. \u00a0Get involved. \u00a0Stay informed. \u00a0And be engaged.<\/p>\n<p>If you want to help with any of this or other civic projects, please drop me a line. \u00a0I am always looking for other people to collaborate with.<\/p>\n<p>(I will probably update this post with more information and correct typos. \u00a0More questions will arise, I&#8217;m sure. \u00a0The updates will be noted as such.)<\/p>\n<p>Rushed Update:<\/p>\n<p>720 Northwestern (or as it is called FUSE) is shaping up. \u00a0Here are some quick links:<\/p>\n<p><a href=\"http:\/\/fusepurdue.com\/\">FUSE Purdue.com<\/a><\/p>\n<p><a href=\"https:\/\/www.facebook.com\/FusePurdue\">FUSE Facebook<\/a><\/p>\n<p><a href=\"http:\/\/hotpads.com\/rentals\/720-Northwestern-Avenue-West-Lafayette-IN-47906--3x9zb9qztchfd\">Hotpads listing<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>As of late, I have been involved in a multitude of planning meetings. \u00a0The most recent has been the State Street Master Plan.
